China's Low-altitude Economy Industrial Layout  

Li Qian, Deputy Secretary-General of the Prefectural Government and Director of the Prefectural Investment Promotion Bureau; Chen Guoping, Member of the Municipal Party Committee Standing Committee and Executive Vice Mayor of Wenshan City; Chen Lechun, Chairman of Jiangsu Digital Eagle Technology Co., Ltd.; and the responsible person of Qidu Construction and Development Group jointly attended the ribbon-cutting ceremony for the opening of the Low-altitude Economy Exhibition Hall of Qidu Technology and Jiangsu Digital Eagle.  

Chen Guoping delivered a speech, while Chen Lechun introduced the field of drone technology and shared insights on the development trends of the low-altitude economy and advancements in UAV technology.  

As a high-tech enterprise, Digital Eagle has been committed to advancing the R&D and application of drone technology. It is also the first company in China dedicated to establishing integrated smart city management for urban governance. Leading industry transformation through innovation, Digital Eagle has continuously upgraded its technological products and solutions across various cutting-edge fields since its founding, including police emergency response, firefighting, counter-drone systems, aerial surveying, patrol surveillance, agricultural plant protection, and more. The company provides precise and efficient aviation services to a wide range of clients, with its products sold in over 100 countries and more than 400 patents granted. Notably, Digital Eagle’s high-rise firefighting drone is recognized as one of the world’s most effective solutions for extinguishing fires in skyscrapers.  

On October 16, 2024, Digital Eagle established its presence in Wenshan City and signed a cooperative development agreement for the city's low-altitude economy industry with Qidu Technology Company.  

The inauguration of the UAV exhibition hall not only serves as a model of cross-regional collaboration between Wenshan and high-quality enterprises from Jiangsu, but also marks a significant step for Wenshan City in seizing the new opportunities of the low-altitude economy and fostering new industrial momentum. Through the partnership between Wenshan Qidu Construction and Development Group and Jiangsu Digital Eagle Technology Co., Ltd., the focus will be on addressing public needs by offering skill-based, public-benefit, and non-profit pilot training courses. This initiative aims to equip more local youth with new skills, enabling them to secure high-quality employment opportunities close to home.  Aligned with industrial demands, the exhibition hall will serve as a pivotal platform to collaborate with departments such as forestry and grassland administration, law enforcement, firefighting, agriculture and rural affairs, emergency management, and cultural tourism. Together, they will promote the in-depth application of UAVs in scenarios such as forest fire prevention, crop cultivation, logistics, urban maintenance, inspection, and patrols—ensuring technology truly "takes root in the soil and serves industry."  

Looking toward future trends, the partnership will progressively build a comprehensive UAV ecosystem integrating R&D, manufacturing, maintenance, and application, injecting "low-altitude momentum" into Wenshan's high-quality development.

The value of technology lies in serving national strategies, while the mission of innovation is to propel the progress of the times. Wenshan City will leverage the Low-altitude Economy Exhibition Hall as a hub to establish a "trinity" strategic ecosystem for UAV development.    

Building a Dual-Purpose, Multi-Dimensional Strategic Support System  

By leveraging UAV technology, we will establish multi-capability operations for "routine services, emergency response, and combat readiness." In rural revitalization, we will create a "UAV express delivery to villages" logistics network, enabling specialty products like Panax notoginseng and tea to reach nationwide markets within 48 hours. For emergency management, an all-domain "Aerospace Sentinel" system will be deployed to achieve a 30-minute response for wildfire prevention, flood control reconnaissance, and security surveillance. In national defense mobilization, we will explore civil-military integrated models for material delivery and communication relay support, using technological strength to fortify border security.  

Establishing a UAV Talent Hub with "Global Competitiveness and Local Relevance"

Building a UAV talent hub that "combines world-class standards with local applicability", we will actively seek industry-academia collaboration with institutions including the National University of Defense Technology and Yunnan Aviation College to jointly establish a "Low-altitude Economy Industry-Education-Research Base". We will develop targeted training programs for UAV pilots and engineers to both meet the needs of plateau-specific agricultural plant protection and provide technical militia personnel to strategic support forces. We will create a "UAV+Smart City" curriculum system to establish new professions in Wenshan such as photovoltaic maintenance, express delivery, and power/water supply network inspection. We will actively explore establishing a UAV skills certification center to position Wenshan as a low-altitude economy talent hub serving South and Southeast Asia.

Building an "Integrated Dual-Chain" Industrial Innovation Ecosystem  

Establishing an industrial innovation community with "integrated dual-chain convergence", Using UAV technology as the link to connect the "livelihood security chain" with the "strategic supply chain". In civilian applications: Establishing county-township-village three-tier UAV service stations to reduce pesticide spraying costs and improve agricultural product transport efficiency. In strategic applications: Collaborating with Jiangsu Digital Eagle Technology Co., Ltd. to develop plateau-adapted UAVs and overcome bottleneck technologies like heavy-load transport and long-endurance monitoring. Through the "SOE platform + private enterprise innovation + military-civilian sharing" mechanism, we will accelerate formation of a low-altitude economy industrial cluster to become a smart innovation hub in border regions.
